Yeah... Becouse this is "Normal" that you don't need even majority to pass the legislation.
In Polish-Lithuanian Commonwealth was something like "liberum veto". It was a destructive construct, where one person could end any legislation screaming "Sisto activitatem!" or "Liberum veto!" or "I don't allow".
There is no democration and even no consistency when sometimes the majority is needed to pass something and sometimes is enough to have minority to pass legislation.
