@Hashira@privacysafe.social yes, but it sets a precedent for chatcontrol 2, and the Council might refuse to adopt it.
In addition, this could neutralise some of the Commission's attempts to undermine the encryption exemption in chatcontrol 2

@jmaris@eupolicy.social Didn't the council adopt a position on 2.0 that's also voluntary scanning only and excludes e2ee? Basically 1.0 but permanent. I think that was the revised Danish proposal which got adopted.
