The judge will ask the US Government in the Reflectiing Pool case against US citizens, if the paint was peeling prior to the citizens touching it and if that is so, why the government didn't secure the public space with fencing and signage to prevent the public from access or exposure to a failed Government contract? The judge will then wait for the Government to explain a bad project with zero oversight. #CNN #NoKings
