If public tax dollars are spent on improving the lives of all the electorate, not just the rich, the means for more volatility are removed. Wars, revolution, economic crashes, etc are thwarted by a satisfied electorate. Trade, regulation & oversight, feeding, housing, & jobs smooths out trouble before it grows.
