National socialism has nothing to do with socialism and less with democracy. It’s not a social support of everybody, but of those rich collectives which support the ideology (and race) of the Führer.

It’s not saying that fascists do social programs. It’s saying, that imperial super profits are not enough anymore, so the mask comes off. Fascism arises, when the profit rate is so low, that domestic exploitation has to be ramped up above what’s possible within liberal democracy.
