@mattblaze@federate.social Let me add one more thing. In an earlier post, I alluded to employer or foreign government fellowships (which do exist, though they're often inadequate, either in the amount of money or time, for a full PhD). These generally come with strings attached: the student has to return for some term of years. For foreign government-funded students, this almost certainly means returning to their home country, but although this fits a nativist agenda, it's a hell of a poor way to grow science and technology here. (For my fellow computer scientists: you've heard of Brian Kernighan, Al Aho, or Bjarne Stroustrup? Brian and Al are Canadian-born; Bjarne is Danish. I could go on and on, but these are three with whom I've worked over the years.)
