Headline: Report calls for deregulation of Canada Post, establishment of postal regulator
So this says in plain English deregulate Canada post then establish a postal regulator, to i assume regulate Canada post ?
Is these there way of forcing you to read the article to figure out WTF the headline means ?

Give Canada Post a monopoly on parcels so we no longer have dozens of delivery trucks driving down the same streets everyday wasting energy.
