@CynAq@beige.party ...Few centimeters deep that does NOT allow for soil penetration. Think of it as a poorly porous layer of hardened clay. There's simply nowhere for the water to go. Flash floods in Arizona are very arbitrary and extremely dangerous. It can be dumping buckets on one segment while four or five kilometers away they're getting nothing but humidity.
