USA always already sits at Phase 4 of Niemoller's "First they came for" - we've come for the trade unions and commies, we've come for the marginalized scapegoats; it's almost like a game:
"Wheel... Of... Scapegoats! ... Who's to blame today? Islam? Judaism? Blacks? The Gays? Catholics? Let's spin the wheel and find out!"
