There would be less air coming in and it’d appear shut and likely placate the owner. You could defuse this by bringing it up that you would put it in while you sleep, during higher (peak) temperatures and humidity, and wear warmer clothing to compensate while it’s in. That way your cats can get in while you sleep, and you can enjoy the fresh air when you want it. Is it a pain in the ass? Yes, but it could calm the landlord down. You can always block the vent temporarily if you are chilly and keep the cat door in. Try the box fan and filter setup to filter the smell, as the other commenter suggested. Mention the COVID concerns and see if you can ask about what type of filter is installed or inspect the setup. Like another user suggested, you should be good with a sufficient filter.

    I did all of my work trying to find a reasonable compromise in the first weeks I moved in here and had them all slapped aside. I’m not looking for advice to get along with this person anymore. We are well past that point and are now in open acrimonious conflict. I caught this person stealing unopened mail addressed to the people who live here. All of my roommates tell about having their cookware stolen, one instance with an entire pot full of food that was cooling on the cooking range. I’m not staying here. But I’m not going to get kicked out over violating a rule that does not exist. The timing of this is that they’re trying to steal a full month’s rent from me and have me out early in the month. The notice was given the day after my payment. That’s not a coincidence. And after I defend myself against this unlawful action, I intend to retaliate with a comprehensive list of their violations, up to and including of federal law.
