Update from the discussion I had about this in the HA community forum: with the new Matter Server you may be able to directly commission devices via Bluetooth proxies, bypassing all the Google/Apple stuff. I'll give that a try with the next device I bring up.

And that was very anticlimactic. Open Matter Server, save Thread Credentials gotten from the Thread network, hit commission, enter device specific pin, wait a minute and it works. For me, that's acceptable. Currently the device ledger check is optional, which is also fine by me.
