"Impeachment and criminal prosecution serve entirely different purposes. Impeachment is a remedial tool designed to protect the government by removing dangerous officeholders. Criminal prosecution punishes individuals for violating the law. A Senate acquittal may reflect a judgment that the conduct was not a “high crime or misdemeanor” worthy of removal rather than a factual finding of innocence. That political judgment has no binding effect on a criminal court applying criminal statutes."
