Unless you work for the CIA or similar you can’t really tell how questionable or not a decision is until the information is made public. The fact that it’s questionable in hindsight is even worse than being questionable in the moment when you don’t know why they do stuff.

To extent maybe, but not really? I remember very clearly that one of the objections was that both US and UK Governments were refusing to produce any evidence of Saddam’s supposed WMDs. If you want to drag many countries into a major land war of aggression, destabilize a whole region, and cause the deaths of millions, you still need to show your working out first - even if it means jeopardizing an individual operation or two. The fact that it turned out their “evidence” was cooked-up bullshit, is almost secondary.
