As the ICJ explicitly emphasized, zero claims follow from their establishment and there is no legal or moral problem with kicking the settlers out, whether they moved in 30 years or 3 days ago. The only thing preventing their evacuation and repossession (or symbolic bulldozing, if they prefer) by Palestinians is the lack of political will of Israel's racist Western supporters.
