"Make a draft through your apartment to reduce temperature". Unfortunately said draft includes neighbour smoking cigarette on balcony approximately every hour throughout most of day and night. "Just close window when smoke comes" - you just relegated me to guard duty by the window, including during the night, when temperatures are lowest, but ideally I'd be sleeping. "It's not legal" it is, as long as cigarette butts are not thrown out the window. Sigh.
