Your points are fine, but I think the OP you are replying to may have meant the car as the system, not the literal car within the system. Now you can expand your comment to match their original intent with: how do we change the system when… For public safety you understand… to protect the children, you understand… To. . . And at that point you may reach a rather hopeless cross-road.
