It seems I permanently tripped something and trying to email hello@tutao.de results in the same message as in the original post. tl;dr: I was trying to send the email provided by https://fightchatcontrol.eu/ to the addresses listed for Romania (about 50 addresses total). Seems the effects are quite long lasting, though
