What estimates? $9 to $11 billion is absurdly low. NYC spent $3.9 billion in the last year; Portland Oregon spent $724 million. And neither city is anywhere close to providing housing for all of the homeless.
It's an extremely complex and difficult problem, and clickbait "solutions" aren't helping anyone.
