Air conditioning should always be a last resort - after a society has utilized all the more efficient ways of keeping things cool.
A lot of buildings in the US wouldn't need A/C if they were simply built properly, surrounded by sensible city planning.
Drive around the south and you'll see large developments with houses that are designed for a cool environment, but which are located in very hot locales. Beyond stupid.

@cian@post.lurk.org I'm in UK. My house is ~450 years old. It's super-cool in hot weather. Huge central brick chimney stack. Tiny windows. Thermal-lined curtains (not 450 years old) North extension 1950s brick adds cool reserve. Never needed ch - still cool this summer.

It's interesting how some really old houses have features that are better and/or need less complex construction and materials. Like having empty large attics, and field stone construction basements that can tolerate being wet, and are easy to air out.
