@i_cannot_today@beige.party Commercial VPNs all use lease web IP services for global coverage. Lease web is infrastructure as a service companies who own IPs. All the commercial VPNs use them for dynamic IP assignment. Hackers also use them. Anyone can use them. When you use NordVPN or Proton those are the IPs you get. Since they are also used by hackers and the VPN companies won’t or can’t police themselves, all commercial VPN services are pretty much fail all the way around. But you don’t need them. The wireguard protocol they use for encryption is freely available to anyone and you can’t up your own VPN service with it. Companies like Tailscale, NetBird and Cloudflare (via their Warp product) allow you to connect all your devices via an encrypted network you control. Yes, it’s a little technical. But if you’re already asking what’s the best VPN you already know enough to make it work. I personally have a Proton account, but I have set up my own self-hosted NetBird virtual private server (VPS, costs $60 a year through IONOS) and use my home Internet router as my exit node so even when I am traveling it looks like I am at home. I can also set my exit node to any other IP I control like my VPS. My recommendation for a new VPN is to do it yourself.
