For example, Tor also doesn't give you perfect anonymity. It's just more anonymous than VPNs. Anonymization is a spectrum, it is the process of removing identifiers. Neither Tor nor VPNs do it perfectly. VPNs are more anonymous than a direct connection and Tor is more anonymous than VPN.
