The scarcity and tone of these articles also contributes to the normalisation of these occurrences.
I well remember when airborn pollution first became a concern.
The weather presenter would cheerfully tell us that the air was pretty well unfit for living things to breathe, smile reassuringly and move on to the temperature outlook.
Now we must become 'resilient' in the face of these perfectly natural weather events.
