Maybe, you can get ones designed to be used outside and if you add a few for redundancy it might be alright. A dust sheet isn’t much weight for them to hold. If it really doesn’t work you could stick a bamboo cane against each side of the window and then another between them and hang the sheet from that. Tie the verticals to something like a few bricks to hold it in position.
