They're not really "leaders" so much as prison guards at this point tbh. Mangione was a wake-up call, this isn't their world anymore and they're pretty much subject to the same amount of havoc that everyone else is. Their problem is, they're essentially the faces of the machine. So that's somebody to take your anger out on, representatives of the construct.
