The plot thickens....
I have read the presentations and minutes from the meetings where no concerns about bike safety at this location were raised.
None of the documents mention the location I'm concerned about - the location where construction started today (and stopped, for now at least).

Turns out that all the paperwork produced by Mr. Local Govt Official's department calls this location by the name of a different street. Of course no one was complaining about bike safety at this location - you told people it was on a quiet side street 250 yards away.
