There may be some way that they could to the talking to the government with the device but I don't know how they'd establish firm enough trust. That's one reason why they think we shouldn't be able to run our own stuff on our own devices. At any rate, once the cert lives on the device you can just let the id info on the server get discarded with memory/session cleanup. WE still have to trust that they're doing so.
