Hear me out (or, maybe don't...): Minecraft server where the first two people to join can get in just fine but for any new player slots, the two current players must ... do the thing, and 9 "months" (or whatever makes sense in minecraft time) later, next one to connect gets the slot. For the server to get more players, people gotta fuck around. Idk, it could be a hardcore world, anyone who dies, loses access and can try again when a new slot opens?
