A parking garage couldn’t possibly cost more than a subway system, especially when you factor in the ongoing costs of operations, security, maintenance, etc. A parking garage is a big static building, a subway is an entire SYSTEM of many moving parts.

Yeah, I get it. The question was why did they build massive surface lots instead of garages. The answer is looking at historic decision-making. The stupidity of future decisions is clear
