Those that throw out the roll when they know they will run out early on the next use, and those that keep using it until the end and replace the roll to add more mid wipe.

It would have never occurred to me that people out there aren't using every last bit.. so thanks. P.S. Another possible solution to the kids/animals problem is a door, which bathrooms usually have

Keep a box of facial tissues in the bathroom as backup.
