Japan used to think that too Honestly i don’t think you are completely wrong. Most of the reason for having massive nuclear weapon inventory comes as a mean to dissuasion. However that doesn’t necessarily mean they will never be used, just suggests it would not be like the apocalyptic war everyone thinks.
