People are either stealing things to live (food, clothes, infant formula, etc), to consume to feed their addiction (in the case of alcohol), or to sell on to raise money to be spent on necessities or drugs/alcohol. Shoplifting isn’t going to go away with tougher sanctions or swifter court hearings.
