Because there hasn’t been enough discomfort to disrupt established workflows yet.
I remember when Sourceforge hit that tipping point. Microsoft and Gitlab likely do too.

That ⬆️ And the fact all alternatives must have federated signon and repos. Otherwise it’s just annoyance and fragmentation where GitHub provides a smooth, unified experience.
