I don’t want to repeat what it says, but it does explicitly answer your question. Starting today, all current and future applications will automatically receive access to the Standard developer tier. Effective June 30th: Subscription required for existing Standard Tier developers. So, in short, as of right now, you’ll receive the standard developer tier. As of June 30th, you’ll require a subscription.
