Biometric identification already moved on to infrared and full body patterns.
LED hoody won't help here.

By pointing the LEDs back at the camera and setting them to a tuned strobe, the security camera’s capture becomes overexposed, significantly losing definition of the scene.’ Drone warfare now uses very long fibre cables to avoid RHF frequency interference, just saying, if there’s a means there’s a way.
