Female genital mutilation is banned and infant circumcision should be as well for all the same reasons.
The individual can make their own decision later in life.
There are lots of old cultural and religious practices that are now known to be harmful or toxic. None of them should get a free pass.

Babies should only get OPs when it's medically necessary, not because their culture dictates their genitals should look a certain way.
