What does ‘scalper’ mean in this context? I only know what it means for event tickets

There’s a big problem of scalpers buying collectable cards and re-selling them for ridiculous prices. It’s especially a problem for Pokemon TCG since that has a massive kid audience who are being unfairly shut out.
