I tend to keep things pretty oldschool with tooling myself - no real integration with VSCode, just a Makefile that I run to assemble the code and launch the emulator (Fuse). There's also https://bazematic.demozoo.org/ which I built primarily for live-coding events, but some people have had success using it as a mini dev environment for small projects. It doesn't have any code export options so you'll need to copy/paste it into a "real" assembler for the final build, but it might fit the bill!
