I think, it depended on what contents you wanted to create / design.
I started writing HTML/CSS around 2001, first with frames, shortly after with tables, but switched to "pure" CSS soon after and never looked back at the former ways of "crafting" websites.

@fasnix@fe.disroot.org @EUCWolf@bark.lgbt @ifixcoinops@retro.social I started at 1995 and I was happy when frames (not iframes, they made it bad!) arrived. But it was no career. I was never unemployed those days.
