(at least for what can be tackled in the realms of guix already) re raspi: the u-boot package for raspi is a "bring your own firmware" kind of thing as well iirc, the rk3588 u-boot would be similiar to it, meaning one could upstream everything except for the rk3588_ddr_lp4_2112MHz_lp5_2400MHz_v1.18.bin and either rely on people inheriting the package and do modify-phases magic or maybe just upstream the whole thing to nonguix for the moment being.
