Oh, I perceive it quite the other way - that people read announcements (not just blindly fav/boost them), and are helpful enough to share improvements.
Public/private - yes, in some cases a private msg can be more appropriate, but in most cases I'd prefer a public one.
It allows the original poster to fix the problem and reply with a nice message (better impression :) ).
And it also allows others to see it, avoiding possibly dozens of redundant private messages.
