It's inherently conservative. So many e.g.s Readily to mind the peace movements of 60s and 70s that were thoroughly infiltrated by police undercover officers e.g. Greenham Common stage. But you can go back to Churchill abd then back to absolute monarchy govt. spies e.g. Walsingham for QE I.
