It seems clear that automatically scanning through all consensual porn sent around by minors and sending it to the authorities who may then decide whether to harass them for sending CSAM around or just have a wank isn't exactly protecting anyone. And this is no doubt going to be what generates most of the hits. It's a false positive machine.

They're trying to set up the infrastructure and get their foot in the door by using the jokers that everyone despises and most people are ready to turn their brains off when it comes to fighting them: CSAM and terrorism. In the end they'll use it against small-time drug dealers and climate activists.
