For fediverse discovery and search, Surf federates with flipboard.social, which in turn federates with flipboard.com (we have our own activity pub implementation there) — so fediverse content reaches us through standard ActivityPub federation.
We do run a "headless" surf.social Mastodon instance to allow surf users to interact with the fediverse.

So does that mean Surf can only see posts from Fediverse accounts that flipboard users have followed on fediverse.com and fediverse.social? Calligrafae, I think if I'm not wrong, that should be where the notification ought to be. If you have request to follow enabled, then seeing if anyone follows you from flipboard's servers might be how you know. Correct me if I'm wrong, Mike. x
