replace it. don't discuss with anyone. if it's a real improvement and looks clean and professional, you don't need permission.
strong nylon cord and a soft plastic handle. also, search for "cistern chain guide" or "wardrobe rail centre bracket". this needs to be installed so the cord stays vertical.

@tobias@poa.st @EdBoatConnoisseur@poa.st I appreciate the suggestion, but I can't tell the neighbor to do this -also it was my mistake because I didn't want to sleep with earplugs, she (the neighbor) doesn't make much sound compared to the old lady that lives on the upper floor
