That anecdote doesn't reflect government misbehavior. Rather, it describes the criminal antisocial behavior of "conservative" citizens, who are tribalistic and intolerant, who "other" people whose appearance or behavior upsets them, and dehumanize them and criminalize their behavior because of the mere upset.
These are the people who elected Trump and give Trump his power. They are just as much criminals as is Trump.
