Sure it's a bug. But not being able to read past and future messages is a bug in the filesystem-ate-all-my-data category. This is not supposed to ever happen and if it happens, it's proof of low-quality software.
This is also unrelated to being open source. Just look at Signal, where stuff just works because they know what they are doing. I've clashed several times with them over their centralized approach (starting back in the days of Moxie Marlinespike), but their engineering is rock-solid.

The Matrix specification is pretty solid, so if you stumble over a bug, you should not blame the protocol behind it, but the specific client or server imementation. It's like blaming E-Mail when you have issues with Thunderbird.
