It's a piece of server software with its own identity. You could say that each instance of Mastodon is a platform, or that the fediverse is a distributed platform, made up of all the instances (of Mastodon and other fedi server software). But there's no such unicorn as a Mastodon platform, unless you mean the stage the metal band Mastodon plays on ;)

@strypey@mastodon.nzoss.nz @feditips@mstdn.social I understand. I meant Mastodon as a thing called Mastodon. I understand that each instance is its own server with its own rules. I was just saying that Mastodon is being misrepresented in the general media since the Musk buy out. I hope that makes sense.
