No, but this is not real compliance, it's malicious and designed to throttle apps from outside the playstore.
It's far worse than the existing method to load 3rd party apps.
Surely the court case was about in-app payments outside the Playstore, not installing apps?
I also think "sideloading" is a malicious term, also dishonest for putting your own or Gutenberg books on a dedicated ereader.
