For me anyway I think the follower list has the most recent first at the top.
Other instances or server software may be different.
I usually open the user in a new tab, read their bio and scan their feed, decide whether to follow them, and close the tab.
The feed gets a bit overwhelming at around 200-300 follows.

@zl2tod@mastodon.online @_elena@mastodon.social It has the most recent first at the top but doesn't say until when they are in the new "Notifications". Reading the bio of each user before going on to the next user leads to me forgetting where one was. I need to open all in tabs first and then process the tabs.
