Notably, this wouldn't harm Mastodon at all. Mastodon is either paid for by its users or its a gift from instance operators (and their funders) to the users.

Other social media sites could survive with radical change. At least back in the day, Twitter cost something like $1/user/month to operate. But a large portion of the operating expenses were around the ad infrastructure, including a lot of expensive people creating and building systems to sell you to advertisers.
